It's not an unorderable/special set, so pieces will sometimes show up in Timmy and Tommy's store. You can also get pieces in other ways, like being gifted by villagers or getting them from villagers that have them in their houses. Some items are apparently also given out by Wishy the Star. If you've got amiibo cards, you could try to bring in the villagers that own pieces of the set and get them from them (buying them when they invite you to visit or gifting them other items so they'll put these up in the Flea Market). Otherwise, you'll just have to be patient and get them when they show up in the store, do things for your villagers so they'll give you gifts, etc.
If you're willing to hack your 3DS, you could do that and use a Save Editor to add these pieces to your inventory or catalogue.
